Jon Phillips, chief executive of the Global Infrastructure Investor Association, said:
“We need to break free from the regulatory ‘doom loop’ — a cycle of ever-stricter targets and escalating penalties that is deterring the very investment needed to fix the sector.
“The current regulatory system is fragmented and inefficient, with overlapping responsibilities across multiple bodies. This creates confusion, dilutes accountability, and makes it harder for investors and operators to plan with confidence. Restoring confidence in the water sector requires a fundamental overhaul of its regulatory framework. Without structural reform, long-term progress will remain out of reach.”
