DEFRA sets out ‘a new vision for water’: What comes next for policy, investment, and delivery?

The Department for Environment , Food & Rural Affairs (DEFRA) has published its long‑awaited full response to the Cunliffe Review in the form of the White Paper A New Vision for Water. The tone and language mark a welcome shift, recognising the essential role that private investment plays in maintaining and developing the water sector. Getting water reform right is arguably one of the most important tasks the Government faces as it pursues its growth agenda; sensible reform will unlock the development of new towns and support the UK’s ambition of becoming an AI superpower. DEFRA’s White Paper is an important step forward, with its positive language and vision. But we are not there yet. Much work remains to translate these principles into practical, technical and legislative action.

Investors value consistency, stability and predictability — principles that heavily influence decisions on where to allocate capital in an increasingly competitive global environment. The Cunliffe Review served as a clear signal that the Government was serious about reform. Our 2025 Pulse Survey reinforced this, showing investor support for the Review and for the Government’s recognition of the need for a single, joined‑up regulator. The White Paper’s broad endorsement of the Review has been similarly encouraging. But now is not the moment to rest on the recent uplift in investor sentiment. Instead, the Government must maintain momentum and drive reforms forward with the same ambition that set this process in motion. Investors value consistency, and a steady stream of clear, positive signals will demonstrate ongoing progress.

With the White Paper now published, the next step is for the Government to appoint a Shadow Regulator. Confidence will be strengthened when investors can see that an interim leadership team is in place and preparing to build the new regulator from day one. This will help demonstrate that the regulator will be a serious institution and the foundation of a new era for the sector. The water sector’s best days lie ahead. It is now up to the Government— working closely with investors — to realise this vision and deliver the ambitious change the sector needs.
